The process for earning a merit badge has not changed since the founding of Scouting. You pick a merit badge and tell your leader you want to earn it. They sign your application card "blue card" in today's terms. You then contact a merit badge counselor and discuss the requirements and then you work on the requirements and pass them off to the counselor. When you are presented the merit badge you are also given a card with the name of the merit badge and the date you earned it. The process has not changed much but the cards sure have.
